Can I use 100 grit to sand, as it's what I have on hand, or do I definitely need 220?

You can use 100 grit sandpaper to sand or remove paint. It will be rougher and not as smoothly finished as a finer 220 grit sandpaper. Just be aware that the veneer could be thinner and damaged if you sand too much.

Can I use it over shellac primer?

Yes, you can. It would be my go-to primer for all types of projects. It dries quickly but is a killer on brushes and rollers. Also, move fast, as I does dry very quickly.
