The tip about playing as Luigi says to defeat Bowser at 60 stars, then defeat him again once you get all 120 stars. If you can play as Luigi once you get all 120 stars, why fight him at 60 stars?

I don't think it matters whether you fight Bowser before getting all the stars or not. As long as you have 120 stars when you defeat him, you'll get Luigi.
