Can I lay an 8 with a jack on top?

You can’t finish on a trick card and 2 or 8 are tricks. So, the answer is no, you can’t end on them. And yes, you can lay a jack on an 8 if there are just two people. But no more, as 8 is miss a turn and passes to the next person. So if two people are putting down the jack, then you are playing jack and changing suit - but you can’t make this your last card - you would have to pick up again.
