To move your character, you need to literally move in real life, phone at hand. Try walking for 10 meters outside your home. If it still doesn't move, it may be that your GPS is not turned on or that you aren't connected to the internet. It may also be a server error.

You should be able to, so start by making sure that you are close enough to fight the gym. You can't fight your own team, so make sure that you are trying to fight an opposing team. Lastly, check to ensure that the Pokemon you're trying to fight with is healthy enough. If nothing else works, restart the app or wait until later.
