If your vocal cords are in good condition, a good way to project your voice is making sure that you're properly supporting your voice with breath and posture, and making sure that you're using proper breath control. If you are feeling sick, those aren't good times to use your voice loudly.

I want to be able to practice a lot, but I always have somebody else in the house, and I am afraid of them hearing me sing, what do I do?

Sing in bathroom and lock the door. Set boundaries and ignore ridicule. Or you can let them know that you'll be practicing and they will have to leave if they don't want to hear you. Don't be afraid of them hearing you, use them as an audience to work on your stage presence.
