    You can, but it wouldn't be right. If the members of the committee haven't spoken together and agreed to put that person on the committee, there could be tension, resentment, and likely lack of cooperation. It would be better to communicate your intention in advance and give the rest of the committee the opportunity to think on it and discuss their thoughts.
