CC (Carbon Copy) allows you to send your mail to other people and it is mostly used as way to show your mail to other people without sending to them personally, BCC lets you send your mail to others without others knowing that you sent to a bunch of people. these are ways to send "copies" of your mail to others.

Emails in draft are not sent to others until you press the Send button. When you press the Send button, the email is sent to whoever you typed in the "Recipients" or "To" field, and your copy of the email is moved from the Drafts to the "Sent" folder.
