Sometimes there will be a glitch in the game where the notification may not show. Try pressing the reset button on your Wii, going to the Wii menu and back to the game again, or shutting off the console, removing and reinserting the disk, and accessing the game again. As long as the game resets, you should get it.

No. Personally I used Dry Bowser on 16 courses and Rosalina on the other 16 courses. The character or kart or bike doesn't matter, because I used both the Flame Flyer and Phantom.

Why do I only have 16 courses in Mario Kart Wii?

You need to unlock the other 16. You can do this by racing in a Grand Prix. If you place 1-3 in Mushroom and Flower, you can unlock Star, and then placing 1-3 unlocks Special. If you place 1-3 in Shell and Banana, you can unlock Leaf, then placing 1-3 in that will unlock Lightning.
