Yes, you can! Click on your sprite and go to costumes. Click the costume, and click the middle mouse button; you will see duplicate, save to a local file, etc. Click duplicate, and voila!

To make the cat move, you need to go to the controls (yellow) area, and choose the "forever" tab. The cat has two costumes, so you just need to go to the looks (purple) area ,and drag the "next costume" tab to be put inside the "forever" tab.
