How do I set up a new restaurant so customers that visit automatically have a review request pop up on their phones?

You can go to their site on PC (google.com/maps) and click on the little hamburger icon in the top left corner of your screen. Then, click on "Add a missing place" and a window will pop up. In that window, fill out all the information you know about the place you're trying to add and then just click on the blue button which says "Send". You can also click on "Claim this business" if you're the owner of the place you're trying to add.

You can only reply to a Google review if you are the owner of the business that is being reviewed. If you are the owner, go to business.google.com and click “Manage reviews”. Find a review and then click “View and reply”.

How do I add pictures to a review?

You can't do that. You can only type letters, symbols, and numbers. The only exceptions are emojis. Unlike Yelp, Google doesn't have the option to upload photos to a review.
