    As with most projects begin with the end in mind (Covey) and as with technical training curriculum that includes the Performance (action), Conditions (givens), and Criteria (how well) to define the scope and measure of success for the test plan. For example: "At the end of this test, the bomb disposal technician will be able to defuse (performance) a simulated IED, in an open field (conditions), with 100% accuracy, on the first try (criteria)." Once the Objective is established, writing the test plan is simple.
