How do I back up data on my Android when I'm locked out of the device?

Assuming you have forgotten the password, no matter even if you back up the data and reinstall it after factory reset your phone, you will still have to face the same situation. You will remain locked out of the phone. But still if you want to try this anyway, just insert an SD card (which has enough storage) in your phone, go to safemode. Some devices let you go there by simultaneously pressing the volume up button and power button, then choose back up data from various given options.
