Most often nowadays, you'll pay once you walk into the hotel. However, others force you to pay the moment you decide to make the original reservation, regardless of how long it is till the day of arrival. Very rarely will you ever get a chance to pay when you check out.

No. Often, hotels will require an ID and card on check in. Hotels require you to pay the fees and the hold on check in and if you are too young to have an ID or card, you cannot check in. Even if the room is paid, the hotel is not. The booking fee goes toward the booking site, not the hotel.
