They are normal yeast blooms, and aren't easily removed. Soaking in soap and scrubbing gently should work if you really want to get rid of it, though it's not harmful.

You can wash a whole box as long as there is an opening for the water to flow through. Otherwise, just put them into a bowl and rinse and drain a few times.

A white color means the blueberry is underripe (if it's white and smooth) or moldy (if it's white and fuzzy). Either way, it should not be eaten. If they're underripe and still on the blueberry bush, leave them there until they ripen.
