    My recommendation is to cook it longer. It also depends how big your tapioca is; for example, I have had to cook bigger tapioca balls longer than smaller tapioca balls.

    You usually soak them overnight but if you're short on time a couple of hours should be sufficient.

    You have to cook it first because the tapioca requires water and the baking is only going to make the uncooked tapioca even more dry, so it would not turn out right.
