If you're trying to create a new Apple ID account, usually you can just go onto settings on your device, log out of your current account, and then when you go to log back in it should give you the option to login or create an account. If this does not work, go onto the Apple website and it should definitely give you the option of creating a new account. You will probably need to use a different email address when setting up the new account.
