That reply to your comment can only be deleted if it is inappropriate, such as including bullying or harassment, hate speech or graphic violence, and more. To report the comment, first, click on the colon symbol on the right (:) then click Report (on Mobile), or Report spam or abuse (on a desktop), then select Report. The YouTube moderation team should soon delete the comment and whoever posted that reply should get punished.

Yes. Click the "thumbs up" button again, or you can press the "thumbs down" (dislike) button instead. If you dislike a comment, the number of dislikes never shows up. Also, every "thumbs up" is completely anonymous, so nobody will know who liked it.

I deleted my reply to a comment but someone has replied to it already. How do I remove that?

There is no option to do that unless the comment is on your own video. Deleting replies that go with the deleted comment is only if the original comment (not a reply) was deleted. You could ask the video's uploader or the replier if they can delete a comment, if not, just forget about it and move on.

I tried to report someone who has been harassing me in the comments but every time I report, nothing happens. I also tried issuing separate complaints under the different categories. What should I do?

The reason why nothing is happening is most likely because the user isn't actually violating the YouTube terms of service. They are just being mildly annoying. If the user is commenting on your own videos, then you can block them from your channel's dashboard within the "Community" settings and typing their URL into the "Hidden Users" section. That should stop them from commenting on your videos. But if the user is harassing you on videos that are not your own, you can't do anything. Your best option is to simply ignore them; trolls are desperate for attention and when ignored, they will get bored and move onto something else.

Can someone ban people from leaving comments on their videos?

Yes. Go to your channel's dashboard and click "Settings" on the sidebar to the left. From there click "Community" and copy + paste the URL of the channel you want blocked in the "Hidden users" box. When a user is blocked, that means they can't post comments on any of your videos, and if they attempt, the comment will not show up. They won't receive any message that says they are blocked. This won't affect outside replies though. If someone replies to your comment on someone else's video, their comment will not be hidden and there is nothing you can do about that.
