Yes! You can get Windows Live Movie Maker. Or if you want something better, get Hitfilm 4 Express or Filmora Basic. Hitfilm 4 Express is a little better, but Filmora Basic is good and does not require as much computer power, although it has a water mark. If you have an average computer or above, you should stick with Hitfilm.

It depends on how much money you want to spend. If you don't want to spend anything at all but money for a computer then search Google but if you do want to spend a good amount of money then i would get Adobe Premiere Pro and if you want to get a Mac then you can also go for Adobe PP.
