There is an infinite amount of fish that spawn in Animal Crossing. The number of fish species for each Animal Crossing game: Animal Forest: 32 Animal Crossing: 40 Animal Forest e+: 48 Wild World: 52 City Folk: 64 New Leaf: 72 New Horizons: 80.

You just have to be patient. Fishing rods do appear in the shop regularly, so you will find one sooner or later. If you don't want to wait, you can ask a friend who also has the game if they can give you a fishing rod or if you can go to their town to buy one.
