Send out personal invitations, by name, so they know they can't just bring more people. If you feel bad for cutting some people, consider a pre-party, or an after-party at a bar where everyone is welcome and pays their own way.

And it's also up to your ex to accept your invitation, so it's not just up to you alone. However, I would generally advise against this. It can make things awkward. You could get into a fight, you could be confronted with your own unprocessed feelings, and other guests may find it weird, too. Most of all, if it's your ex, that means it's over. It helps to make a clean break, and to keep socially seeing each other contradicts that. Finally, 'because you miss' an ex is not a good reason. If you two are past it and on speaking terms, then sure, invite your ex. If you still have issues, then don't.
