Can I use broken dinnerware instead of mosaic tile?

Dinnerware can be used. However, the thickness of plates etc. will vary across various parts of the item. It is best if you can make the pieces of similar thickness so the exterior surface of the finished pot will not be uneven. Also, plates are finished on both sides (slick) whereas tile has an unfinished side for better adhesion of pieces. In this case, use a bathroom sealant with adhesive in it so the pieces will stick to the pot.

Can I use a plastic pot?

Plastic pots don't work out because grout won't stick to plastic and it is too flexible causing pieces to detach when pot moved. Also the plastic becomes brittle, especially in hot dry climates.
