    This article describes how to export an Evernote Notebook, set up OneNote & import into OneNote. I have multiple Evernote Notebooks. Do I simply repeat the import step? Does it preserve notebooks?

    Yes, once for each Evernote notebook. Each is set up as a new notebook in OneNote. The pages in the new notebook can be scrambled as a result of your tags in Evernote, so you may have to look around a bit for particular articles.

    I followed the instructions, including downloading OneNote for Windows 10 per the instructions. I used EvernoteToOnenote. I can find the imported notebooks but when I open them in OneNote they are empty.

    I found this for a notebook that had no text in the notes, only pdf files. Otherwise, all went well with no errors. Other notes with text plus pdf files were OK; so perhaps adding a word or 2 of text would help.

    Where in OneNote do I find the migrated files. I have followed all the steps but no files appear.

    Each Evernote notebook will appear as a brand new notebook at the bottom of the list in OneNote.

    I exported my Evernote folders, but when I try to open them, they open Evernote, not OneNote. What am I doing wrong?

    Do not open the exports. You must first use Evernote2Onenote to transfer them. Then they will appear as a new notebook in OneNote. (Note: after the transfer, OneNote may be shut down; if so, just open it again, after allowing a short time for syncing.)
