Go to your Contacts. Click on the person you want to block. Scroll down and at the very end it will say Block this Caller. Click on that. Then it will say Block Contact. Click on it. To unblock, go through the steps again. Instead of saying Block this Caller it will say Unblock. Just press that.

How do I block my phone number?
    Community Answer
You can go to Settings, and click either Phone, Messages, or FaceTime. Once you have, click on "Blocked" and press "Add new" and add whoever you want to block. You can also block the person if they are messaging you by going to the chat they have started with you, clicking "Details", then click the little "i" in a circle that means information. At the bottom of the list should be "Block this Caller" and just click that to block them.

Right now, there do not appear to be any apps that have this capability. You would need to check with your carrier to see if they can do it, but I'm not aware of any that offer this service.
