I'd like to try to bridge two desktop computers using a special USB cable. Will it be a problem if one is running Windows 10 and the other is running Windows Vista?

Can I run a program located on PC 1 via window on PC 2 if connected by a USB bridging cable?

Yes you can, But the program might not run as fast as it would if it was on PC 2's disk. Also, The program would be using PC 2's Resources to run the program and only using PC 1 for storage.

How do I connect my phone to my Mac via USB?

Depending on the phone model, this may vary. Use the cable that was provided with the phone. For example, for an Sndroid phone use a micro-USB cable; for an iPhone, use a lightning cable. This would account for file sharing but on Sndroids, USB tethering must be enabled (Settings > System > About Phone > then spam the Build Number, this will allow developer mode, next enable USB tethering.)

How do I boot a HP laptop using a flash drive or a USB cable?

In your BIOS or UEFI, there should be something called something along the lines of "Boot Priority", there you selecet the USB you want to boot up from. BIOS is accessed by pressing 'del' on your keyboard (press it repeatedly because the splash screen that you need to acces the BIOS lasts for only one or two seconds).

How do I transfer info like Outlook, contacts, address book, bookmarks, folders, etc., from my old computer to my new computer?

Just about every thing you listed has an option to export and import. Only PC go into each app and export to a USB thumb drive. When done put the thumb drive in your new PC then go into each app and look for import and point it to the files on the thumb drive.
