I've a faulty app that I purchased that will no longer open.I want to purchase same appt (new) but old iCloud version keeps popping up. I am unable to delete from iCloud. Any advice welcome.

Is the app not compatible with IOS 11? Once you update to IOS 11, apps with 32-bit architectures will not work and only 64-bit architectures will work! You will need to delete the app! Does it say “You cannot associate this device with another Apple ID for [number] days”? This can be up to 90 days ,in such cases, you may need to wait to delete the data

When you download an app then you want to remove it, it stays in the cloud. How do I remove it entirely?

Delete the app, go to settings, select Apple ID, select ICloud and manage storage, then select the desired data and tap delete twice! You can also delete any iCloud backups as well by selecting backups and selecting delete on the desired backup.

Is it possible to delete an app completely? When I delete it, then try to install it again, it shows the iCloud symbol.

Yes, you can! Delete the app,head to iCloud, then delete the data for the app,or delete ICloud Drive data if needed!If you wish to do this, it is highly recommended you hide it as well by heading to the App Store, entering your purchase history, and sliding the app to the left to move it to “Hidden Purchases”.
