Check the address that the email is coming from. If it's actually from a company you can trust, like Netflix or Yahoo, typically the email will be something like no-reply at their-domain-name.com. Phishing websites, on the other hand, will often have long, complicated email addresses.

They may have changed your firewall and router settings, the list goes on and on. This is called ransomware, and is designed to hold your computer hostage to con you out of money. In most cases, if you can pull the hard drive out of the laptop and hook it up to a clean, running PC, you may be able to remove the ransomware with a good anti-malware program. Usually, if you pop the notifications bar, the one that says the time, power, and keyboard. If you see something that says that you are being connected via Remote Assistance, stop the connection immediately by clicking the STOP button. Most of the time, you need a Chrome App or Extension to make a connection like this so go through your extension lists for something like Chrome Remote Desktop of TeamViewer which are popular ChromeOS connection tools or something that seems like MyFilter which is a filtering tool that can be used for the same purposes as TeamViewer.
