Zoom in super far and click rather than dragging the brush. If it's in the square setting it should work like a pixel. You could also draw with the square tool, but that probably wouldn't look good.

All you have to do is go to the bottom of your screen where your apps would be and click Type Here to search. If you go straight to Paint, you can go to paint 3D or you can type Paint 3D if you cannot see the entry.
