How can I concentrate fully on reading without getting distracted?

Shut out all distractions, including your phone and television. Distance yourself from any devices that you think may be a distraction. You also may want to make a playlist of songs that will help you concentrate. Make sure you don't the play music too loud, or it may simply be another distraction. Lighting a pleasantly scented candle can also help with your concentration.
