Emeralds can only be found in naturally-generated ores in mountain biomes. From update 1.16.5, naturally-generated emeralds can only be found in y-levels 4-32 in extreme hills biomes. However, with the upcoming 1.17 Caves and Cliffs update, ore generation has been changed, and emeralds may spawn from 0 to up to 256. The exact y-levels from which they spawn has not been publicly released yet, so be sure to keep checking in on the snapshots and updates to see. Emeralds can also be found in naturally-generated structures such as villages and desert temples.
