Begin by reading the Irish Immigration and Naturalization Service guidance for persons of independent means under the Stamp O permit section of their website. At present, requirements include an income of at least 50,000 euros a year and a sum of savings. Your financial situation must be supported by documents certified by an Irish accountancy firm with, according to INIS, sufficient experience to interpret international documents. If you receive stamp O permission, you will need to obtain (and renew each year) an Irish Residence Permit (note that the IRP replaces the GNIB). Information on that on the INIS website also.

Your husband should attend the Irish Embassy in the U.K or Pakistan and apply for an EEA Family Permit "Visit" Visa, processed within 1-2 weeks and it's valid for 3 months only. Upon arrival in Ireland, he needs to apply for a stamp 4 GNIB EU Family Card at the Irish Naturalization and Immigration Services. He'll be granted a temporary 6 months stamp 4 GNIB card which he can use to seek employment (without any form of restriction) pending the time his 5 year permanent" stamp 4 EU Family GNIB card is issued. The difference between a stamp 4 and a stamp 4 EU card is that with simple stamp 4, he's required to obtain a re-entry visa while stamp4EU requires no re-entry visa.
