    This should work in principle, as long as you use a thin plastic tube. A metal pipe could interfere with the signal. I would recommend double checking with the company for your particular fence, just to be sure.

    You would have to have the unit start at a plug, say under diving board. Or run extension cord from house. Or, start from house, use the twisting method to get it to the pool, then circle the pool with the wire. That way the dog will roam the yard but when close to the pool, it will work to stop it from entering.
