No, a hyperlink is just something that redirects you to a link, it does not mean that the file needs to be on the server for it to be redirected.

Can I add a downloadable app to HTML with Android?

Yes! You can use any word processing app (Android Notepad, or HTML viewers in the Play Store, etc.) to type HTML code. If you can do it on PC, you can on mobile. The steps are exactly the same.
