    The best option would be to apply a base coat of white acrylic paint. Do 1 or 2 coats, and the water stains should be completely covered.

    Yes you can, but poster paint does not stay that long. If you are sure that they will you can use them on a book that does not have any plastic covering.

    Use some kind of sealant, probably spray-on. But you want to be sure you protect the pages before you apply it.

    No you don’t have to sand it off. You just give it another coat of white paint, as in step 1.
