There are several different websites that provide transcript services. A popular one is Parchment.com. Keep in mind that not all high schools share their records with these companies, and that not all institutions will accept transcripts delivered online as official. A simple search on the website will show weather or not your school(s) participates. Contact the institution you are sending your transcript to in order to find out what types of transcripts they accept.

Can a high school email a transcript?

Not what would be considered an "official transcript." It might be a legal issue, or just something that the educational community has adopted as appropriate, but an official transcript is supposed to be sent to the institution requesting said transcript, and is required to be in a sealed envelope. If the seal is broken, even by the individual whose transcript is in question, then it is no longer an "official transcript." There is no way that an emailed transcript meets those standards.

Your high school is required to maintain transcripts for every graduate. I requested, and was sent, a transcript from my high school, and I graduated in 1983. That having been said, the transcript was in such poor condition as to be illegible - but they had it on file!
