    Hopefully you drained the gas before storing it. If you did, fresh gas and priming the carb should be sufficient (you may not have to prime the carb, but if it's hard starting, try starter fluid). If you did not and the gas is still there, then you have some work to do. First, see if it starts; if it does, you're lucky. If it doesn't, then chances are the gas has gummed up and it's time for some cleaning. Start by emptying the gas tank and carb. From here you can either clean it, rebuild it or replace it.

    Accelerating might be helpful, as it will get the engine running efficiently once there's a spark for the engine to start. It will also increase the fuel supply, which will enhance the conditions for starting. (You don't need to keep the accelerating before releasing clutch; once the clutch is released and there's sign of fusion in the engine, apply accelerator.)

    As long as you make sure you're holding the clutch in firmly, yes. The clutch disengages the engine from the transmission, meaning that there is no load on the engine when you try and start it. It is safe as long as you have the clutch held in.
