There are many painless techniques for removing your unwanted upper-lip hairs. Shaving may not leave you with the smooth result you desire; it may leave cuts or razor bumps; also, the hair comes back very quickly. There are many hair removal creams, such as: Nair and Veet. but these have some harsh chemicals, so make sure your skin is comfortable with these creams (do this by testing on a less-sensitive body part and checking results after 24 hours). Laser is an expensive method but can be worth it, since it is considered less painful and it lasts quite long.
