    Do your nails like normal and let a shiny top coat dry completely. Use your finger or a sponge tip applicator and rub the eye shadow on your nails and apply another glossy top coat. You could take 6 hours of your life to do a glitter placement. You could also dip a wet nail in glitter and gently press it down with your finger, but you'd have to use a gel top coat over it because it's too bumpy for a regular top coat.

    Why does my UV gel top coat take the effect away and turn it back to glitter-look? We tried a no-wipe style and it wrinkled my polish, so not a fan of those either. Any suggestions on a UV topcoat?

    It sounds like the gel-polish is not fully cured. It is also possible that you are applying the gel-polish too thickly. When gel-polish is applied too heavily, the UV light cannot penetrate through the entire layer to cure it properly. Uncured gel-polish can cause the top coat to dull and also get wiped away with cleanser.
