Can PE seeds be reached on the PC version of Minecraft?

At the time of answering, no. There does seem to be a movement to get all versions of Minecraft (Console, PC and Pocket Edition) to be in parity. The feeling in the community is that while it may take some time, the roadmap of the product variants seems to be converging, and will hopefully allow interplay between all devices in the future.

If I give someone my seed, will they get my creations? E.g If I created a cool base would they be able to see it?

No, they will not. While not an officially supported feature, players call what you are describing Maps. Maps and Seeds are not the same thing. Seeds are inclusive of just the world and generated landforms and the set of generated buildings and non-player characters. When you share a seed, it is merely the "key" to generating the same initial terrain and setup. Anything that happens after that point (destroying, modifying or creating anything) doesn't carry across. Maps are like a saved file. When someone saves a World File (it's a folder actually) and another player installs it they will see the World as it was when saved.

Will I lose my world if I change seeds in Minecraft PE?

No, you wont lose a seed, unless you delete that world in which you entered the seed. The seed is just a world. The only difference is, generating a random world will take you anywhere, and entering a seed will take you to a certain place (depends on the seed you typed).

No, they won't. The seed is just the layout of the world. If someone else has the same seed, they will not be able to affect your world at all. If you do want to play with someone else, then connect both devices to the same wifi, open up a world, and have both players join it.

Removing a seed is the same as deleting a game. Open Minecraft PE. Click the Play button. From the Create a New World screen, identify the game with the seed you wish to delete. Click the edit button (Pencil Icon) beside that game. To delete the game, click the Delete button at the top right corner of the screen.

You have to connect using your friend's server. You can't connect just by typing in the same seed because then it'll just take your version of the world (which is default if you've never played in that seed before), not your friend's version.
