I have noticed this bug for a long time.

Articles are still being created, deleted, and rewritten all the time, so I suppose the reason for this remains the same?

Hey Andrew, This is more of a question/observation than a bug, so I am moving it to the “Help Using wikiHow” category. Also, if you have a question that you know I can probably answer, just post it in that category and mention me like you did here, or you can even e-mail me directly. To answer this question, the statistic does always fluctuate between two numbers, and that is a quirk of the mediawiki software because as Cece stated, the total number of articles is always changing.
