I’m not sure if this is expected behavior, but I don’t think that it should be. Blocked users will still show up in the Welcome Wagon. While someone who is only blocked temporarily for a short time should probably stay in the Welcome Wagon, since they are welcome to come back, I do not think that this should apply to users blocked for an extended period of time. If a user is blocked for a long time (or permanently), or because they are under 13, then their is really no point to sending a welcome message. I would say any user blocked for over one month should probably be removed from Welcome Wagon.

I’m not sure this is expected behavior, but either way I don’t think we want it to work this way. We also have closed accounts in there, so I’ve filed for an engineer to help!
