I see no reason to exclude articles from receiving an RS because they have not been boosted for a year or more (or whatever length of time). It is likely that more of those articles will actually be of RS quality, that is, if the incremental improvement model has worked its magic.

Oh heck yeah. Somehow an article from before boosting got into the NAB tool somehow. I boosted it and gave it a Rising Star!
