I visit the wikiGnome task page every day, and the amount of broken image links on userpages are rising and rising. I’m not sure if I have the permission, so am I allowed to remove/fix them, or leave them as they are?
If it’s on an inactive user’s page, you’re probably okay to fix it, as long as you use a very clear edit summary so that people know you’re not just vandalizing their page. If the user in question is still active, it’s better to send them a Talk note and let them know so they can handle it on their own. I’ve handled broken images on User pages with clear edit summaries in the past and didn’t draw any ire from other editors, so I don’t think you’ll run into any trouble.

I’d first check that there isn’t a broken image on a template. From experience, sometimes the cause of broken file links on many user/talk pages is from a template.
