Ah, this isn’t a bug, I don’t think
The uncategorized pages tool-thing doesn’t work for articles with non-standard formatting, so articles with subsections, etc. If it doesn’t work for you ever, you can always just look up the name of the category you would have used, open up the article, open the edit tab, and type in [[Category:Name of Category]] (Replacing the “Name of Category” with the desired category) just below the introduction.
