How do you create a template?

Yes, it is a template because it is in the template namespace.
How do you add color and border and other stuff to a template?

There’s actually articles on making templates. Someone who knows NOTHING about making and using templates shouldn’t be trying to do it…and if they want to…look for instructions…this IS a how to site!
