A few years ago, there was a policy adopted by the community (through a consensus) which made the use of colors other than those originally used by the system unorthodox to change. However, you can still add a border and a few regular text, as well as enlarge the text on your Talk page. If you read http://www.wikihow.com/Design-Your-Talk-Page-on-wikiHow , you’ll see that you can still carry out some design elements on your Talk page to this day, though that number has dwindled quite a bit.

It sort of depends on what you’re trying to convey with your talk page.

If you’re here for the editing and to be helpful to humanity at large?  Keep your decor to a minimum and your decorum to a maximum.
