When I was patrolling recent changes, I see an edit that I mark as patrolled. Nothing happens. Meanwhile, as I click, my RC patrol stats on the side increase with each click of the mark as patrolled button. Is this a bug?

No, this means the patrol log is empty. I’ve seen that happen many times before - but if you want to remove the edit, you need to do traditional patrolling to fully empty and avoid that issue.
Okay, that was weird when I kept on increasing the stats.
