I don’t see anything grammatically incorrect with the current title. You’re just wanting to make the day special, but at the same time, being on a budget, so in other words, “make Valentine’s Day special on a budget”.
I thought that the article was about making a certain type
of Valentine’s Day “special” (as in a gift or other type of deal), so that’s why I thought that the title should be changed. I do see what you’re saying here, though, and have changed my opinion. The title is fine as is, and is free of grammatical errors. Thank you for the detailed clarification.
