And I would like your opinion - Does it need to be changed? If so, what should it be changed to? (It is being featured soon, though, so it might need to be changed once its featuring date has passed).

I don’t see anything grammatically incorrect with the current title. You’re just wanting to make the day special, but at the same time, being on a budget, so in other words, “make Valentine’s Day special on a budget”.
I thought that the article was about making a certain type
of Valentine’s Day “special” (as in a gift or other type of deal), so that’s why I thought that the title should be changed. I do see what you’re saying here, though, and have changed my opinion. The title is fine as is, and is free of grammatical errors. Thank you for the detailed clarification.
