It means that the article doesn’t have a intro picture but still won’t appear in the image picker tool.

Yes, it means that the Image Adder will skip it, because the article should not get an intro image. It’s usually for articles that work better without an intro image, or articles that can’t be portrayed in an image.

Hey Livelifenails! Like everyone else has said, the tag just keeps the article from going into the Image Adder queue. I use it when I feel like it’s not possible to find an intro image that’s an exact match for the article — whether it’s because the article concerns something that can’t be depicted or I just can’t find a high-quality image.
