How can I tell if my Pokemon has max happiness?

In Omega Ruby or Alpha Sapphire, you just need to go to Verdanturf Town and go into the house next to Wanda's house. You'll see a girl next to a Skitty: talk to her. If your Pokemon is at max happiness she'll say that.

Would it work to reset your console's clock?

It would, but you would have to wait 24 hours before catching the Pokemon you are after. Because the newer consoles have a much better time tracker, they "tell" the game if the time has been changed since it was last played.

Get 3 pokemon that you've had on your team for a long time. Go to Verdanturf, a house there has a lady. Talk to her, and she will tell you the happiness of your Pokemon in the front of your party. If she says, "Your Pokemon couldn't love you more!" about 3 of your Pokemon, soar on your Latios/Latias to Sootopolis City. In that area, the will be an island called The Nameless Cavern. At 8 - 9 PM, Uxie will be in the portal.
