Once you've visited the Burned Tower in Pokémon Gold and Silver and encountered the Legendary Dogs, they will run away. After that, they start to roam randomly anywhere. However, there is a trick you can use to catch them.
Steps

Get a Pokémon who knows the Mean Look. The Legendary Dogs, though strong, prefer to run on the first chance they get. To prevent them from running, get a Pokémon that knows the move Mean Look. This move prevents the foe from fleeing. Two best choices are: Gengar (learns at level 13) and Crobat (level 42).

Get a sleep-inducing Pokémon to put the dog to sleep. This makes catching them easier.Advertisement

Stock up on Ultra Balls (at least 30+ for one dog).

Stock up on Max Repels.

Start the search near a place where you can easily change locations and there is tall grass nearby. Keep in mind the dogs change their position when you enter/exit through a door or use fly to change location. The best preferred location is Route 38 where you can easily switch location by passing through the western gate of Ecruteak City.

Keep your mean look using Pokémon at front of your Pokémon party (below level 40). Use Max Repel. Enter the grass and roam for around 15-20 seconds.

Change position if needed. If no dog shows up, then change location by passing through the door. This will change the locations of the dogs.
- Come back to Route 38 and start searching in the grass with your Max Repel on.

Track them. If you encounter the dogs even once, you can track them using your Pokédex. Just go to the Pokémon entry in your Pokédex and select Area.

Keep your Mean Look Pokémon in front of your party. It will be sent out when you encounter the dog. Use Mean Look right away to prevent the Pokémon from running.

Damage the Pokémon a little bit:
- Use your sleep inducing Pokémon to put it to sleep.
- Start using your Pokémon to attack it using weaker moves. Scyther with False Swipe are good options.

Once the health is in low zone, start tossing out the Ultra Balls. After many tries, you will catch the dog. Congrats!!

Repeat the same process for other two legendary dogs!

- Alternatively you could use the Duplication glitch, where you put an item to a Pokémon and then use the PC to duplicate the Pokémon, in this case you'd need to put a Master Ball on the Pokémon you want duplicated, and then you'd end up with another one of that item as well.
- To do the duplication glitch, you first need a Pokémon you want to duplicate, although it's not hard to do, I'd recommend practicing with a Rattata or Pidgey while holding some common item like a Potion or whatever.
- Here's how it's done:
- 1. Save the game right in front of the PC
- 2. Have at least ONE free space in your party, since here is where the duplicate will land, but more open slots is prefered.
- 3. Have at least ONE empty space in the box, since here's where the OG will land, although, I do recommend using an empty box.
- 4. Put the Pokémon with the Item, from your party in to the box.
- 5. Switch to any other box
- 6. When it asks you to save, turn off the game right before it saves, when you see this message "SAVING... DON'T TURN OFF THE POWER", turn off the game right before the word "POWER" shows up on the screen.
- 7. Done, you should now have two exact copies of the same Pokémon and Item

Thanks - To do the duplication glitch, you first need a Pokémon you want to duplicate, although it's not hard to do, I'd recommend practicing with a Rattata or Pidgey while holding some common item like a Potion or whatever.
And with this method you'll be able to gain multiple of any item, giving you an edge attempting to capture the Legendaries of the game.
